Energy Permitting & Compliance

As renewable energy sectors in the United States continue to grow, the demand for natural resources consulting services will remain high. The environmental due diligence and permitting process is a rigorous, multi-tiered effort and requires a wide range of expertise and collaboration.

BRI has long prioritized the need to advance emerging natural resource sciences and we are now pairing that with practical project applications. Our extensive experience permitting projects across New England and North America includes wind energy, solar energy, high-voltage transmission lines, hydropower, infrastructure projects as well as residential and commercial development.

Offshore Wind and Renewable Energy Sectors

BRI informs permitting and conducts various types of risk assessments for offshore wind energy projects, including:

  • Site characterization surveys
  • Exposure and vulnerability assessments to inform Construction and Operations Plans (COPs)
  • Development of avoidance, minimization, and compensation approaches
  • Development and implementation of post-construction monitoring frameworks
  • Support for endangered species assessments

BRI’s approach is to facilitate early and open dialog between agency biologists and managers of renewable energy facilities. Through a collaborative process, and using the best available science, BRI supports identifying innovative solutions to complex problems.

Project Permitting

Our team has assisted clients throughout the Northeast region on a wide variety of projects related to permitting for energy generation and power delivery, both on and off-shore. The environmental due diligence and permitting process is complex, and it is critical to successful project development and operation. With our deep background and range of expertise, we provide due diligence and project permitting services that our clients can rely on.

Natural Resource Surveys

New Englanders take great pride in their natural resources. When selecting a site location, there are a myriad of resources that must be recognized and understood. Our team has mind for resources—discerning important characteristics ranging from project viewshed and site access, to critical lay-of-the-land factors and presence of important natural resources, to relationships with scenic and historic areas. Our love for resources and attention to detail ensures top-notch natural resource survey services.

Wildlife Surveys

BRI biologists have a close understanding of how different forms of wildlife interact with their environment, from specific habitat needs and behavior to current status and threats. Our wildlife background enables us to design and conduct effective wildlife surveys, even in complicated circumstances and complex environments, to evaluate species presence and use patterns, and to assess any risks that proposed projects may pose to wildlife. Our products and expertise have long been trusted in the industry to inform discussions and consultation on ways to avoid, minimize, or mitigate the potential impacts of proposed projects on wildlife.

State and Federal Agency Consultation

One of the most critical components of any permitting process is effective consultation with State and Federal Agencies, municipalities, citizens, nongovernmental organizations (NGOs), and other stakeholders. Here at BRI, we understand the importance of these communications. We work alongside various agencies and stakeholders to understand and address their needs and concerns. We have a track record for creative, effective solutions that serve both developers and stakeholders.

Compliance Monitoring

Compliance monitoring is an inherent component of operation for any renewable energy facility. Our team has expertise in monitoring both during and after construction to ensure that environmental regulations and permitting conditions are being met. We have performed everything from decades-long avian and fisheries compliance work on Maine’s hydro reservoirs, to cutting-edge studies to assess wildlife use at offshore wind facilities. Whatever compliance monitoring needs are assigned to any project—we have the background and resources to meet the task.

Civil and Stormwater Design

Proper civil and stormwater design is a critical milestone in the engineering process for any proposed development. A good design minimizes impacts to natural resources to the greatest extent practicable. Balancing the installation of infrastructure for project construction and operation while preserving existing landforms as much as possible, while also complying with Maine stormwater rules is a great challenge—one that can be further complicated by particular environments such as high elevations. Our team understands these complexities and provides dependable natural resource delineations to inform civil design and stormwater planning for any project.

Comprehensive Project Management

Our newly assembled team, consisting of experienced consultants and renewable energy experts, integrated with our accomplished wildlife research biologists crystalizes to provide powerful and capable comprehensive project management for any project we undertake.
